Hong Kong based consultant among top candidates for Port Authority CEO.

Charles Monheim, currently working as a consultant in Hong Kong, is among three top candidates for the vacant Port Authority CEO position, writes the Pittsburgh Tribune-Review:
Board member Constance Parker identified the CEO finalists as Richard Ruddell, president and executive director of the Fort Worth Transportation Authority in Texas; Frank T. Martin, senior vice president at Orlando, Fla.-based transportation services company Atkins North America; and Charles Monheim, a former chief operating officer at New York's Metropolitan Transportation Authority who works as a transportation consultant.

“The word ‘finalist' hasn't been used. We are still interviewing people and more candidates are possible,” Parker said.
The Pittsburgh Post-Gazette, though, used the word "finalist". Pittsburgh's lame, primitive public transportation options is one of its worst attributes, though Monheim has huge-city experience in both Asia and elsewhere, experience largely around the development and oversight of smart-card and real-time tracking technology. A profile for an Asia Pacific Smart Card Association talk summarizes:
During a career that began in 1981, he has worked in New York City, Taiwan, London, New Zealand, Australia and Hong Kong. Of most relevance to this conference, he was Transport for London’s director of Oyster Card from 2001 to 2006 and general manager of New Zealand’s smart card payment scheme, Snapper from 2006 to 2008. In New York City from 2009 to 2011, his portfolio as chief operating officer at New York’s Metropolitan Transportation Authority included the development of plans to adopt bank-card standards for fare payment systems and the implementation of a bus location system based on open standards and open data.
